A person appointed under subsection (2) shall be a member of the panel of adjudicators for such period, not exceeding 3 years, as may be specified in his notice of appointment and shall be eligible for reappointment.
But even in the absence of direct evidence about a particular officeholder's experiences or views, courts will sometimes discern an unacceptable risk of bias when an adjudicator has strong incentives to decide the case on grounds other than the merits.
Finally, although ideological commitments are usually not sufficient to disqualify adjudicators, the opposite is true when administrators have a financial or other personal stake in the decision.
